When local companies lost out earlier this year with the contracts for the G8 publications going to companies outside the area, Perth and Kinross council justified their actions stating that they are required to secure value for money when it comes to awarding contracts.
Yesterday however, the Courier reported that from documents obtained under the Freedom of Information Act, it has been shown that the costs for installing a new computer system within the council's own much troubled housing department, have spiralled completely out of control and risen from an estimated £750,000 to a staggering £2 million plus.
A senior insider described the system as a 'costly white elephant' - where have we heard that before?
Now pardon us for being a bit stupid here but when tenders are submitted and the contracts are awarded, aren't they just that - CONTRACTS. Now isn't a contract a legally binding document signed and agreed by both parties.
OK, so if you were to order a new computer say from Dell, they give you a price you pay and they deliver. You wouldn't expect when your new computer arrives to have to cough up more than double the agreed purchase price - would you?
The Freedom of Information Act could well be the undoing of Perth and Kinross Council. Who knows what waits to be uncovered but there must be some very worried people in the council!!
Perhaps we should request their 'book of excuses' although I think we probably know them all off by heart now - we have heard them often enough!
The Scotsman reported 14th November that thousands of school children in Scottish primary schools are failing to achieve basic levels of numeracy and literacy. The Scottish Executive have refused to publish this data and the information was obtained using the Freedom of Information Act - once again. Jack McConnell refuses to accept that there is a crisis in the Scottish education system but admits that "there was more work to be done". Parents will be unable to compare schools in their area because the Executive refuses to publish the test results for all primary schools in the country. The Executive have said that they are going to publish sample data from SOME primary schools next month which will give a clearer picture.
We Say: What this means is they will heavily doctor the figures to cover their own backs and try and put some spin on it. Remember - it's your kids that are the losers here!!
You might just want to put that relocation plan on hold.

Honesty clearly is not the best policy and freedom of speech from the outsiders is frowned upon when the truth has been spoken. The ring of steel tightens around Perthshire and the secret society closes ranks. This will deter the influx of incomers........... it will also suffocate the area.

Information acquired under the Freedom of Information act has shown the council are more than economical with the truth.'
The pieces of the jigsaw are falling into place - Hypocrisy goes only so far.
